Description

We are looking for an experienced manager who will be the focal point for all interfaces with locals yards, Sub-Contractors, and vendors and ensure group governance, compliance, and consistency between all local/regional activity. The candidate will also be managing local in-country entity in the legal capacity of a company representative, providing a local support infrastructure comprising HSSE, HR, Finance & Accounting, Project Controls, IT support and general administrative duties

Duties

Develop and maintain a local infrastructure to support both proposal activity and subsequent project execution undertaken in-country
Ensure local staff is recruited and managed appropriately
Ensure financial control and reporting of the local entity
Ensure the cascading of group compliance expectations, both internally and externally
Ensure the implementation of group policies and processes
Development and maintain site specific policies and processes
Support the development of frame agreements with key vendors/agencies
Establishing and managing relationships with all local stakeholders
Provide local logistic support to all official visitors
Support the development of yard farming
Act as focal point for all Commercial inquiries and local engagement with yards, Sub-contractors, and vendors
Support the proposals group and Product Line with obtaining the timely receipt of robust and competitive proposals from local yards and Sub-Contractors
Support the proposals group and Product Line with analysis and normalization of yard proposals
Support audits of newly identified yards and the maintenance audits of established and approved facilities
Provide Group HSSE governance and ensure the implementation of all current HSSE, policies, and processes
Ensure timely engagement of construction supervision and local PMT in accordance with prescribed ramp-up plans
Provide HR support to all in-country resource and ensure compliance with (and administration of) current HR Policy
Provide local project control functions to all projects, including the recruitment and management of local QS’ and liaison/support to RC PMT
Provide finance and administrative support during project execution
Provide IT infrastructure and IT support to the Site Teams during project execution
Ensure the cascading of Group Compliance expectations, both internally and externally

Requisites

  • Local Angolan citizen
  • Preferably a university degree in a related subject
  • Previous oil & gas and construction background from the previous role
  • Knowledge in HSSE, HR, Finance & Accounting, Project Controls, IT support and general administrative functions
  • You are a strong leader and can manage and develop people
  • An excellent decision maker who can make good quality and timely decisions that can keep the organization going forward
  • The result is driven and consistently achieving results, even under tough circumstances
  • Able to build formal and informal relationships networks inside and outside the organization
